District 2 Council Candidate Ray Conger Makes His Case: Accountability, Growth, and Fiscal Discipline
In a March 30 Cecil TV interview, Republican primary candidate Ray Conger outlined his background, priorities, and approach as he runs for the Cecil County Council District 2 seat. A longtime Elkton resident, Conger highlighted his 21 years of service in the Maryland Army National Guard, including deployments to Iraq, Afghanistan, and Kuwait, along with his involvement in local nonprofits and veteran organizations.
Conger said his decision to run came after encouragement from community members across differing viewpoints, emphasizing his commitment to results-driven leadership. He stressed that government policies should be guided by clear goals and measurable outcomes, arguing that county decisions should be regularly revisited to assess effectiveness and unintended consequences.
