Kevin Hornberger Reflects on 12 Years in Annapolis and His Vision for District 35B
In this May 4, 2026 Cecil TV interview with political correspondent Grant Handley, Maryland House of Delegates District 35B incumbent Kevin Hornberger discussed his 12 years representing Cecil County in Annapolis and made the case for reelection in the Republican primary.
Hornberger described the evolving role of Cecil County in state politics, recalling that when he first arrived in Annapolis many lawmakers barely knew where Cecil County was located. He said years of relationship-building and bipartisan cooperation have helped give the county a stronger voice in statewide policy discussions.
A self-described conservative Republican, Hornberger emphasized that despite serving in a Democratic supermajority legislature, he has found success by focusing on pragmatic solutions and building trust across party lines. He pointed to his work expanding hunting access in Cecil County and his appointment as chair of the Sportsmen and Women Caucus as examples of long-term legislative victories achieved incrementally over time.
The delegate also highlighted several local projects he considers major accomplishments, including efforts to redevelop abandoned housing at Perry Point into veteran housing and ongoing improvements at Fair Hill. Hornberger said those projects required years of coordination, funding efforts, and collaboration between different levels of government.
Discussing challenges facing District 35B, Hornberger argued that Cecil County must remain actively engaged in Annapolis rather than simply opposing state initiatives from the sidelines. He said local leaders need “a seat at the table” to shape policies before decisions are finalized.
On economic issues, Hornberger acknowledged rising costs for residents and discussed legislation he introduced, including a proposed gas tax holiday and a bill aimed at reducing energy costs for farmers by allowing utility meter consolidation on agricultural properties.
Throughout the interview, Hornberger repeatedly stressed the importance of civility and relationship-building in politics. He said lawmakers who focus solely on partisan conflict or social media battles often lose the ability to get meaningful results for their constituents. He credited his collaborative approach with helping him secure leadership opportunities within the House Rural Caucus and advance rural priorities in Annapolis.
